PhotoPlus SE software by the company Serif is another free photo editing software with a lot of special effects, different brushes and many other unique features.

It is a very easy to use photo editing software. Therefore it is especially useful for beginners.

7. Ultimate Paint

It is available in both shareware and freeware versions and is one of the most preffered photo editing software currently available.

8. Pixia

Pixia can be used in Windows 2000, XP, Vista and 7 and is available in many languages too.

Windows 8 update: I have not tested any of the above tools on Windows 8. But since Microsoft assures that all programs that worked in Windows 7 will continue to work on Windows 8, you can be assured that they will work on the new, reimagined Windows 8 as well.

Paint.NET is my favorite choice for basic photo editing. It is free and easy to use. It works well on Windows 8 as well. Paint.NET is one of the first tool I install for photo editing after I load Windows on any computer.

Picasa is the best photo viewer which i see. Even it helps good in editing the photos. The look and features of picasa was extremely good to use. I installed picasa in my windows 7 and it works very good.

I too like picasa photo editing software very much because it is easy to acess the files or images .jpg and soo on a single space and we can acess them very easy when comparing wth the other photo editing software.By using this software we can even find out the image is taken from which camera or smartphone. I like this software very much.
