Windows 8 update: I have not tested any of the above tools on Windows 8. But since Microsoft assures that all programs that worked in Windows 7 will continue to work on Windows 8, you can be assured that they will work on the new, reimagined Windows 8 as well.
Paint.NET is my favorite choice for basic photo editing. It is free and easy to use. It works well on Windows 8 as well. Paint.NET is one of the first tool I install for photo editing after I load Windows on any computer.
