Users often fail to realize if the issue is with the outlook or some other settings in the computer. Whenever a hyperlink is received in an e-mail and if the user is not able to open it and the error message like "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator", it's a clear indication that the issue is not with the Outlook but with the browser in the user's machine.
This error is encountered especially when user receives an email with a few hyperlinks or websites to refer. When user clicks on it, he encounters the error message mentioned above. This happens especially when the settings in the MS Internet Explorer are not correct or when they do not comply with the settings of outlook. In this case, we will have to change the settings in IE to make hyperlinks in outlook messages open up properly.

Coming back to the present scenario, please see the below steps with screen shots to fix the issue if user is encountered with error message while opening hyperlinks in outlook.
Step 1 - Start Internet Explorer.
Step 2 - Click the Tools icon
Step 3 – Click on Internet Options
Step 4 - Click on Programs
Step 5 - Click on Set programs
Step 6 - Click Set your default programs. Please see the screen shot.
Step 7 - In the Programs list, click Microsoft Outlook, and then click Set this program as default. Please see the screen shot.
Step 8 - Click OK, and then close the Default Programs dialog box.
Step 9 - In the Internet Options dialog box, click the Programs tab, and then click Make default under Default web browser. Please see the screen shot.
Step 10 – Click on OK
Step 11 - Restart Internet Explorer
Step 12 - Click the Tools icon, and then click Internet Options.
Step 13 - Click the Advanced tab, and then click Reset. Please see the screen shot.
Step 14 - In the Reset Internet Explorer Settings window, click to select the Delete personal settings check box, and then click Reset. Please see the screen shot.
Step 15 - Click on Close when it is completed. Please see the screen shot.
Step 16 – Close and re-open outlook, it would work.
