There are two (2) ways to fix 0x8007066A Error:
Advanced Computer User Solution (Manual Fix):
1. Reset all update service manually.
2. Download and Install windows update manually
3. Repair windows using installation disc
4. Clean installation
Beginner Computer User Solution (Automatic fix):
1. Download (MyPC Utilities) Repair Tool.
2. Install program and click Scan button.
3. Click the Fix Errors button when scan is completed. And restart your computer.

Click Start.
Click Control Panel.
Click Uninstall a Program/Add and Remove Programs.
Go down the list and find Net Framework 4 Client Profile.
Right-click Net Framework 4 Client Profile and select Change/Repair.
Select Repair.

Run the following commands:
net stop wuauserv
net stop cryptsvc
net stop bits
net stop msiserver
ren %systemroot%\SoftwareDistribution SoftwareDistribution.old
ren %systemroot%\system32\catroot2 catroot2.old
net start wuauserv
net start cryptsvc
net start bits
net start msiserver
If none of the above steps work, you may need to perform a clean boot of your computer. This can help to resolve any issues that may be caused by conflicting software or drivers.
