It is basically to improve the cost of their advertisements. European countries and USA usually have a higher cost of ads thus giving better revenue to the publishers. So, publishers try to show that their viewers are only from English native countries or the developed world by which they will get advertisements targeted specifically for these countries and hence higher earnings.

Go to the Articles drop down in the Menu above, click on it and then click on Submit Article. It will open a page for you where you need to write the title, summary and the body of the article. You will need to use the basic HTML tags for highlighting headings, making lists and using bold/italics/underline. No need to use "p" or "br" tags as the normal keyboard enter is automatically converted to a line break.

In addition to what has been indicated by Ankit here, I would also wish to add that the articles you write should not be promotional in any way. Using the platform for advertising purposes may be treated as a violation of the posting guidelines.
