Super contributor awards for all the three sections viz. Ask Experts, Forum and Resources are announced based on the calendar month. So, for the month of December, awards may be announced in the first week of January. Please note that generally the awards for any section are not announced until all the contributions for that period are reviewed ( it is a general rule - if, for any reason, the review gets delayed, the awards are announced anyway as we can postpone the announcement indefinitely).
As for the second part of your query, the payments are not announced before these awards are announced. That again is a general rule - there do exist exceptions here at well.
