Restrictions are necessary because lack of such rules will make members flood the forum with some sort of spamming. Please note that I am not talking specifically about any particular member.
Since the site works on a points based model, members may get tempted to increase their post count with no specific content. This can create havoc for the editors or webmasters to moderate all of those content.
Yes, I would agree with what Aman has stated as far as AE section is concerned. You get restriction on posting further content if a particular number of responses remain unreviewed. It would have been okay if the responses are pending for correction.

Are there any restrictions on the number of Ask Expert questions that can be posted in a day or in a week? Also, is there any page which gives us the details of the posting limits in various sections? That would be very helpful for us. Maybe the Webmasters could create such a page and put it under the Permissions section of the Help section.

So far I have not observed any such page which tells us the limit of contributions in various section in a day or a week. Though as per my personal experience the Forum section has a limit of posting 10 threads in a day, if you created ten threads on the same day then you will need to wait for the next five days without having the permission to create any other thread. And in the Ask Expert section members are not allowed to post more answers if the five contributions of them are deleted by the editors in the same section. If it so then you will need to wait for the next five days to get your automatic permission from the site to post your answers in the Ask Expert. And as so far I have only posted one question on Techulator, I don't know the exact limit for posting question. And yes if the page is not yet created on this topic, then it is a great suggestion indeed. And also there is some limit if your answers are in the Pending state.

Members normally do not ask questions in a number exceeeding five in a day. I guess the same rule applies to AE questions as they are for the AE responses. If you have more than 5 responses pending or deleted in last five days, you will get restrictions on posting responses for next five days. The same rule should be in practice for the AE questions as well.
As for the forum section, you cannot create more than 10 new threads per day. There is no restriction on posting responses though.

No, as such there are no posting limits for articles. You can submit as many as you wish. The restriction for posting applies when you have 5 articles in new submissions. You will have to wait for editors to review those and then only you can go ahead and submit a fresh one.
I will confirm this from the Webmasters as well as the restrictions if any on the number of AE questions we can post.
