Payment for the previous month is not necessarily announced as soon as the new month begins. The payment at this site does not have any fixed announcement date, but is generally announced no later than the 10th of the month. As stated here, the Webmasters "will announce payments once in a month, which will be on the first week of every month." So far nobody has not received payments which are due to them!
As for your complaint about resources not being reviewed in time, there is really no need to reiterate the same thing in multiple threads. When editor(s) are on leave or are having some technical problems, we do have to be patient and wait it out. Just constantly posting the same point over and over again in the forum will not really be fruitful.

And I don't support the announcement of payment yet as there are still pending resources and some awards too. I think the webmasters should announce the payments when all the editing process and awards announcements of the previous month are done so that we receive the actual amount we generated in previous month. Otherwise, one needs to wait for the next month's payment to get the amount from the previous month.

Yup, that possibility is there. But having to wait for the payment announcement for this month has been quite taxing. I hope to see the payment announced in a couple of days.

I completely agree with the response given by Mehdi above that the payment should not be announced until all the awards of February are announced. Because if TEC will announce the payment now then the awards and their cash credits for previous month will add up in this month. So, webmasters should check all the articles of Feb which are in New Submissions category. And then TEC should announce all the remaining awards of Feb and then finally the payment should be announced. Hence, this is the time for webmasters to work even more on TEC.

I agree that many of the reviews and awards are pending. But there isn't any condition that payment can only lying be announced after awards are announced. If that was the prerequisite , then I must say I lost the payout last month. Awards were declared after the payment announcement. Else I would have received my payment last month which did not happen.
And even if it was important, isn't it the time that awards and payments are announced? It is already the first week getting over. So I would like see the payment being announced soon.

Yeah! I agree Timmappa Kamat that there isn't any condition of announcing the awards before announcing the payment. And that's why I gave my suggestion regarding it and didn't said that it is a necessary to announce awards first then payments.
And yeah Timmappa, I saw that the payment of you is not announced yet. So let's see the payment announcement as well as awards announcement soon on TEC.
