I want to post apology message in forum, but which category to choose in Forum?Please kindly explain.

What do you mean by apology message? If you want to apology to the webmaster, you can post the same under this category; Forum > About techulator > Testimonials or self introduction.
I would be good if you specify for what you need to apologies in techulator.

I got restricted or banned. I can't post any more in any section except the forum. I want permissions back to post and as mentioned in "Content posting permissions" Help Article, if permissions removed must accept mistakes and how will correct them in future. And thats why I came to apology message.
