External hard disk drive data recovery after format

Can I get back lost data from the formatted external hard disk drive by the following steps which i saw in other place?

Step1. Connect the formatted external hard disk drive to the computer on which the data recovery tool to be installed.

Step2. Download and mount the data recovery software on the computer.

Step3. Double click the data recovery tool to start it. then choose the recovery model and target disk to scan.

Step4. It is possible for us to preview the retrievable files after the scan, so we can preview them and pick up the needed to recover.

Step5. Select one of the computer hard disks as the location to save contents to be retrieve.
