How to set different permissions for different accounts in xp

I have created two users account on system with OS Windows XP installed.

    First User: Robert (Users group)
    Second User: Sam (Administrators group)

I want following objectives to be achieved:-
    (1) Robert should be also able to install particular software.

    (2) Software installed by Sam can be modify on permissions basis that particular software works same as for Sam.
For e.g. in my case: GTalk is showing Chat theme as Classic only & for Sam it is showing all themes. So GTalk behavior changed. So help me in that context.

    (3) Power options for Robert are saying "Access denied". But how Sam can set the same for Robert. Help in regarding this.

    (4) How to control services for particular account so that one service runs for Sam but not for Robert.

Please try to answer questions step wise so that I can achieve my goals.
