Because he has to put a sim card somehow and once he inserts a sim it will register with the network. Cyber crime officials are able to trace the mobile by this way, just by feeding the IMEI number and tracking the number which is using it at present. But if the one who had stolen it never uses a sim again and just uses it for listening to music it can never be tracked.

In my view you should the police and lodge FIR. Then police will track your with the help of imei number you will give to police.
