How to force Windows to use the fallback language for MSConfig

This is a follow on post from one from 2013 where someone asked how to find the Base Language of Windows (https://www.techulator.com/experts/1697-How-check-base-language-Windows.aspx).

My base language is Italian (Italian PC, now in the UK) with a fallback language of English (US). When I run MSConfig and go to the services tab, everything is in Italian. I've tried all the language/region changes and I've managed to get Command Prompt and Regedit to appear in English but not the contents of MSConfig.

Here is the result of: dism /online /get-intl

So my question is, how can I stop Windows from loading the default it-IT and use the fallback en-US language?
