Though refresh rate and the resolution are calibrated like most competitive TVs in the market. I'd say check out in the local store before judging it's display quality.

This TV from noble is in my opinion one of the best model at this price range. It has all angle movement and supports wallmount and stands. It has streaming support with USB port along with other web features. The smart TV makes use of Android TV OS and also has support for the remote app. It has both good and bad reviews, and there is not much information on negative reviews. So it's hard to gauge the quality of the TV. For 32 inch TV with HD and Smart TV features, I'd say it's worth a look. Still checking it on local TV store for quality makes sense.

This TV from haier has 32 inch display with HD support. Though it's not a smart TV but for this price it offers a lot of interesting features under 20K. For example, it has all angle support for wallmount and deskstand. It also has the 2 HDMI port and 1 USB port. You can also connect it with a PC to be used as a display. In terms of display quality the TV has some favorable reviews online. So this model is worth taking a look at.

Sony 60 cm (24 inches) Bravia KLV 24P422C HD LED
This seems to be the only budget model from Sony bravia series under 20K. It has full HD support along with other competitive connectivity features. It has 2 HDMI and 2 USB Port for the display connectivity. This model also supports round angle support for wall-mount and deskstand. Like most of the TVs in the bravia series, you can expect better picture quality from this model too. However do note that some of the bravia series TVs are known for their fragile stands. So you may want to keep that in mind during purchase. Do note that it's not a smart TV.

As you can see the Smart TVs are very limited in the market for budget under 20K. Most of the smart TV in the market are from brands which are not much established or have lesser community demands. So if you're open to experimentation, then above these three brands can be good. Otherwise you have to stretch the budget and get the Smart TV from the known brands.
