Microsoft Surface 3 is low end version of Pro 3. Microsoft always launch a pro version and a normal version. The pro version will have x86 architecture chip and the normal version will have mobile chip architecture. With pro version you can even run simulation softwares and with normal version it's not possible.

In short Pro version can be used as a alternative to laptop and the Surface 3 is just a tablet.
