I am using BSNL broad band connection and a Wi-Fi device from Apple. I think it is a best combination for portable internet connection. I have been working with it since a year now and found it best among the all. A year before I got total expenses of 12000 INR to set the whole thing up. I do not know the latest price of it, however, you can Google it and find the best deal online for Apple portable WiFi device.
But, remember that you cannot get the BSNL broad band connection online rather you have to go to their office, submit required documents and get a new connection within days.

I think you should buy MTS broad band data connection which currently provides data at affordable rate and at good service. You can have 40 GB data usage at only INR. 999 which is part of GB festival.

As far as BSNL is concerned, I have used it for three years. You will face some technical difficulties as well and according to me, service given by BSNL is not up to the mark as private Internet provider give you. You can trust on MTS. There is noting to lose in it. 40 GB at Rs. 999/- is a great deal.

There are two best options at the moment for Data card users, one is you can buy Tata Photo WiFi data card which is reasonable one to use multiple system for net connectivity including Smartphone browsing. The next one is, Airtel 3G WiFi data card which could help us to browse multiple systems at once, all of them are charging little more or less charges / tariff. Both of them have no any technical issue, you can even roam freely with this data card.
