Processor - Intel Core i5 @ 2.66 GHz or higher; AMD Phenom II X4 @ 3.0 GHz or higher
Video / Graphic card - NVIDIA GeForce GTX580 or AMD Radeon HD6870

Development software can run even in Pentium 4 with 512 MB RAM. For games you need sophisticated hardware.

Buying guide:
The budget you mentioned is sufficient to get a gaming laptop. Buy any new laptop in Rs.45K to 50K price range. All the laptops in that range is able to run games. Latest laptop comes with good configuration that old laptop in the same price range.

Do's:
1. Consider laptop with good RAM anything greater than 4 GB.
2. Consider laptop with Intel processor. You can get Core i5, Core i7 in your price range.
3. I don't have much knowledge about graphics card but as far as I know NIVIDIA is good. There are many graphics card in NIVIDIA check in Google before you make decision.

Dont's
1. Don't buy touch laptop. In touch laptop specification won't be nice.

So, its better to go for an intel processor rather than an AMD one. Even though intel processors contain less cores they come up with more threads, and it is the opposite way for AMD.

One more suggestion is, go for more RAM and atleast a graphic card of 1GB is must. High end games require a lot of processing so a 2GB graphic card is more preferred.
