This article explains why the sound is crackling and video is jerky when I play movies in my CD/DVD drive of Windows 7 PC.
Why the sound is crackling and video is jerky when I play movies in my DVD?
Most of you might have experienced this kind of problem. The DVD and the computer work properly but when you try to play a DVD movie you see the jerky picture and poor quality of sound.
This kind of problem may be due to IDE controller not being set to Direct memory access (DMA) mode which allows the DVD drive to transfer the data directly to the memory instead of through the CPU. The other mode of data transfer is PIO mode which is through the CPU. So during a play of DVD movie, the work load of CPU gets too much and the stress on the CPU makes the video to be jerky and poor sound quality.

The link above details the registry fix for the DMA/PIO problem described in Raghav's article. As one can see by the comments, this fix has helped many youtube viewers frustrated with static, crackling, poor sound quality, and jerky videos.
