Cleaning Registry is not a good suggestion. Registry is something where all the configurations and settings related to your OS is stored. Any minor wrong modification to registry can cause damage to your systems performance, data, behaviour/functions. Modification of registry is only recommended to people who knows about the system.

I agree with all the above points,
First step I would do is fix the registry issues & Free the memory occupied by temperory files.
step 2 will be to remove spywares and adwares utilizing the CPU time
I can suggest two tools for these two steps
for step1 i would recommend a freeware called ccleaner, for step 2 i recommend spybot search and destroy again an effective freeware
