Here are a few choices that may be useful to you -

1. Samsung 32J4003

It comes with a 32 inch screen with a resolution of 1366 x 768 pixels. The TV is HD ready. You get two HDMI and one USB port. With a refresh rate of 100Hz, it has two speakers with 5W capacity.
Please note that this is not a smart TV.

It will cost you Rs. 19999 on Flipkart. You may check other E Commerce sites for better deals.

2. LG 32LH516A

A HD ready TV with a 32 inch screen size, it has a resolution of 1366 x 768 pixels. The refresh rate is 300 Hz. You can get one HDMI and one USB port on the TV. Speakers rating is 10W. This again is not a smart TV.

You may buy it from Flipkart and Amazon. The price listed on both these sites is Rs. 18790.

3. Philips 32PFL3230

The 32 inch TV from the world leader in consumer electronics has a resolution of 1366 x 768. It has one USB and one HDMI port. The refresh rate is 120 Hz. The speakers have a rating of 5W. Not a smart TV again.

Buy it from Flipkart at Rs. 18290, while Amazon lists it at Rs. 16890.

4. Panasonic TH-32C400D

The TV has a refresh rate of 120 Hz. You have a 32 inch screen at 1366 x 768 resolution. The TV comes with one HDMI and one USB port. The speaker rating is 10W. It isn't a smart TV though.

Get it from Amazon at Rs. 18390.

5. Panasonic TH-32C350DX

It is yet another 32 inch LED with a resolution of 1366 x 768 pixels. The speaker rating is little lower at 8W. The rated refresh rate is 100Hz. The TV has a good viewing angle. It comes with one USB and one HDMI port. It is one of the lightweight LEd at 4.4 kgs.

Get it from Amazon at Rs. 19490. Flipkart lists it at Rs. 17990.

Sadly enough, I could not find any smart TV at this price bracket. As for mounting, I would suppose you may need to pay extra for it if you make the purchase through online stores, though I am not sure. Local dealers may provide it as free accessory.

Here are some of the LED TV models under the budget of Rs 20K.

Mitashi MiDE032v02-HS 80cm (31.5 inches) Smart HD Ready LED TV

This smart tv is supported by Android TV OS. So you can make use of the Android TV apps on it. There is also TV app that you can make use of to change the remote channels. The screen size of 31.5 inches is wide enough for your HD requirement. It has support for both wall-mount stand and the desk stand. It has 3 HDMI, 3 USB ports which makes it possible for you to connect with other media devices. There are both good and bad reviews for this TV, so I suggest checking with the local store before purchasing.

Price : Rs. 17,851 on Amazon India.

Lloyd L32S 81.28 cm (32 inches) HD Ready Smart LED TV Lloyd has some of the quality feature set for the affordable TV range. This is HD ready smart TV with support for the remote app and other streaming cast features. It has 1 USB, 3 HDMI along with the PC input option too for the screen sharing. The best part being the 5 year warranty that covers most of the TV specs. It has both wall-mount and the stand options. Though refresh rate and the resolution are calibrated like most competitive TVs in the market. I'd say check out in the local store before judging it's display quality.

Price : Rs 19,500 on Amazon India.

Noble Skiodo 80 cm (32 inches) 32SM32N01 HD Ready Smart LED TV

This TV from noble is in my opinion one of the best model at this price range. It has all angle movement and supports wallmount and stands. It has streaming support with USB port along with other web features. The smart TV makes use of Android TV OS and also has support for the remote app. It has both good and bad reviews, and there is not much information on negative reviews. So it's hard to gauge the quality of the TV. For 32 inch TV with HD and Smart TV features, I'd say it's worth a look. Still checking it on local TV store for quality makes sense.

Price : Rs 15,699 on Amazon India.

Haier LE32M600 32 Inches Full HD LED

This TV from haier has 32 inch display with HD support. Though it's not a smart TV but for this price it offers a lot of interesting features under 20K. For example, it has all angle support for wallmount and deskstand. It also has the 2 HDMI port and 1 USB port. You can also connect it with a PC to be used as a display. In terms of display quality the TV has some favorable reviews online. So this model is worth taking a look at.

Price : Rs 19,790.00 on Amazon India.

Sony 60 cm (24 inches) Bravia KLV 24P422C HD LED

This seems to be the only budget model from Sony bravia series under 20K. It has full HD support along with other competitive connectivity features. It has 2 HDMI and 2 USB Port for the display connectivity. This model also supports round angle support for wall-mount and deskstand. Like most of the TVs in the bravia series, you can expect better picture quality from this model too. However do note that some of the bravia series TVs are known for their fragile stands. So you may want to keep that in mind during purchase. Do note that it's not a smart TV.

Price : Rs. 14,989 on Amazon India.

As you can see the Smart TVs are very limited in the market for budget under 20K. Most of the smart TV in the market are from brands which are not much established or have lesser community demands. So if you're open to experimentation, then above these three brands can be good. Otherwise you have to stretch the budget and get the Smart TV from the known brands.
