The best among these 3 is the Redmi Note 3. Which is priced only 11999 at the same time moto g4 plus is priced at 14999. Both having almost similar hardware and the performance is similar. In the battery department Note 3 wins. Note 3 has a poor camera compared to g4 plus. but everything else is similar.

Overall rating of Motorola Moto G4 Plus and Xiaomi Redmi Note 3 is same and good. if you are looking for newer version of Android then go for Motorola Moto G4 Plus or if you are looking for more battery life then go for Redmi Note 3

One Plus X
One Plus X has decent hardware with Quad core processor. And the OxygenOS 2.2 looks good but takes a bit RAM as expected. So you may find that though on UI front it looks rich enough but at the cost of the resources. Camera even though has 13 MPX capacity but takes some sharp high quality images. Also the front camera has better resolution compared to other phones. The phone is priced at 14999 Rs.
Mi Note 3
MIUI 7 is the default ROM of the device. And it can take some of the best images with the current set of camera settings. Also compared to One plus X and Moto G4 Plus the camera has better performance. Camera in action can be seen in the photography thread of MIUI forum for this phone's model. You may find that low RAM being an issue for the phone. However the MIUI is optimized and works quick enough for normal phone operation. I don't however see the phone for extreme graphics or gaming usage with current set of RAM allocation. The phone is priced at 11999 Rs.
Moto G4 Plus
You may notice that the Moto has the default Android installation. There is no extra bells and whistles added to the device which helps device have less issues in terms of resources. Camera is good enough and can take some crisp sharp images. Device has non removable Non-removable Li-Ion 3000 mAh and as per some of the reviews the battery gets heat up quickly. So this may be addressed in future updates. The device has price of around 14999 Rs.
In terms of the cost and the specification balance, I'd say Moto G4 Plus is a good model. However as far as camera quality goes I'd say Mi Note 3 is much better than other two models. Cost of Mi Note 3 is also good. If we ignore few minor issues with One Plus series and Moto Phones, they can be a good option at that price point.

All the three devices mentioned in the query have their own set of pros and cons. Here we go with the comparison based on the key features.
One Plus X
The phone comes with a Qualcomm Snapdragon 801 processor. The 3 GB RAM coupled with GB internal storage makes it a good option. One Plus X has a 5-inch screen and a full HD resolution. The AMOLED screen makes its appearance for the first time in a One Plus device. The pixel density reads 441 ppi which is quite awesome. The 13 MP rear camera has f2.2 aperture which makes it a better performer in low light conditions. The issue is with Oxygen OS which has been notorious for its heavy RAM usage. This may cause your phone to experience more stutters and lags, however, 3 GB RAM is expected to take it into consideration. The phone can handle additional expandable memory up to 128 GB. It comes with 2525 mAh battery capacity.
Mi Note 3
Mi Note 3 sports an awesome unibody metal design. It comes with a 5.5-inch screen and 165 grams of weight. The full HD display assures you a pixel density of 403 ppi. The viewing angles are quite promising. There is also a reading mode that lets you have control over bright sunlight. The phone is powered by a Snapdragon 650 processor. Mi Note 3 runs on Android Lollipop 5.1.1 customised by MiUI 7.0. The UI might be familiar for those who have already used Xiaomi devices. The device has a battery capacity of 4000 mAh. The device has a 16 MP camera on the rear and a 5 MP camera on the front. The camera works great both under bright and low light conditions.
Moto G4 Plus
The Moto G4 Plus is powered by a Snapdragon 617 Octa core processor. Coupled with a 2 GB RAM, the device comes with a 5.5 inch full HD display. The best part with the smartphone is the stock Android experience you will get with the device. The device has an inbuilt storage capacity of 16 GB that can be expandable by another 128 GB. Moto G4 Plus is powered by a battery capacity of 3000 mAh. The battery supports fast charging technology.
With those points explained, I do not think there is much of a difference between the three devices mentioned here. It all depends upon your preferences. If you want a simple stock Android experience with not much of bloatware, Moto G4 Plus would be your best bet. Price wise, all three fall under the sub 15k bracket. Go for the Xiaomi device if you want your phone to support good quality photography.

All these Android phones are compared on the basis of their RAM, Processor, Internal Storage and Camera and an overall performance. I have als included user reviews and opinions to help you giving in a second thought before you make a purchase.
Price: Rs. 14999
The Display is 5 Inch, with 2.3GHz quad-core Qualcomm Snapdragon 801 Processor. The RAM is 3GB with an Internal storage of 16GB which is Expandable through microSD up to 128 GB.
The Rear camera is of 13-megapixel with Flash and the Front camera is of 8-megapixel.The Battery capacity is 2525 mAh.
The Phone is said to have less than average camera performance. There is also a Heat dissipation issue which might affect the battery life. even the build quality is not very dependable.
Mi Note 3
Price: Rs. 9999
The phone has a Display of 5.5 inches with 1.4GHz hexa-core Qualcomm Snapdragon 650 Processor. The RAM is 2GB with an Internal storage of 16GB which can be Expanded through a microSD up to 128 GB.
The Rear camera is of 16-megapixel with Flash and the Front camera is of 5-megapixel. The Battery capacity is 4050 mAh.
There's not much negative feedback except for not having much Expandable storage and an expectation of a better Camera performance.
Moto G4 Plus
The display of this phone is 5.50-inch with a 1.5GHz octa-core Qualcomm Snapdragon 617 Processor of. The RAM is 2GB with an internal Storage of 16GB.
The Front Camera is 5-megapixel while the Rear Camera is of 13-megapixel. The Battery capacity is 3000mAh.
There is no other complaint about this phone except that it doesn't have NFC and that the Low-light camera performance is nothing more than average.
So to sum up if you want a value for Price, Mi Note 3 gives you all. All the phones have the same internal storage capacity. The RAM is more and the Processor is also more powerful in One Plus but the battery liffe is more in Moto G4 Plus. But when you make a purchase you would definitely look at the performance level in which One Plus looks much lucrative than the other two. So now you can make the choice depending upon your preferences.
