Xiaomi Redmi Note 3 does have support for USB OTG function. The MiUI interface, though is a little different from the stock Android. You may need to enable the functionality from the settings.
Please check whether the file format on your drive is supported by the phone. If you have to format it to the required one, make sure you make a proper backup of the files on the drive. Also note that you need to purchase the compatible cable to use the function.

Xiaomi Redmi Note 3 does support USB on-the-go feature. It has support for MicroUSB 2.0 port. And the charging wire can be used for the data transfer as well. So you can use this in a dual model. All you need to use this functionality is the wire that connects the device with the USB charger or the PC. You can also buy this connectivity wire from the Xiaomi support center.

You can find out about the USB OTG funcionality on the GSM arena's specification sheet here : http://www.gsmarena.com/xiaomi_redmi_note_3-7863.php
