As far as the specification sheet for Oppo A30 goes, the smartphone does support USB OTG functionality. You can connect your external drives to your phone and view the files stored on them on your device.
Please check the file format supported by your device. If the file format on the drive is not supported, you may need to format it to the required one. Ensure a proper backup of all your data on the drive before formatting.

In the official site of Oppo, they have not currently listed the model A30. From other sources however it is evident that there is a Micro USB 2.0 support, where some are claiming that to be an OTG USB. But I haven't come across any information so far with any OTG cable support for this particular A30 model.

Oppo A30 has MicroUSB 2.0 support which means it supports the OTG functionality.
The device is being compared with the One Plus X in terms of hardware specs. And if you check the spec comparison pages the you'll notice the MiscorUSB support and OTG reference there.

Yes, Oppo A30 will come with USB functionality. You will be able to connect your external storage device to your smartphone using any OTG cable whereas it is suggested to use a branded one which will you few bucks. I will prefer you to download ES File Explorer because it will help you to easily browse among your files and comes with better user interface as well.
