As of now, no one reported any heat issue in ZTE Nubia Z9 Mini. However, it has Snapdragon 615 processor which is known for its heating problem. So, it is not right to say that ZTE Nubia Z9 Mini is 100% heat free. It may heat up due to its processor.

The review sites have not come up with any issues related to heating up of the device so far. Moderate heating is normal in case of resource hungry apps or games.
But, the Yuphoria which has the same Snapdragon 615 processor has reported heating issues. So, we need to wait till the user's coke up with solid info on the same.
