What are the differences between Google Keyword Planner and Google Keyword Tool?

I did use the Google Keyword tool earlier and found it pretty easy to use. However, I am a bit confused about Google Keyword Planner. First of all, it asks me to login to my Google Adwords account. Secondly, I am not an advertiser and just want to look for keywords normally. Has anyone noticed the vast differences between Google Keyword Tool and Google Keyword Planner? Kindly share the differences spotted while comparing the two Keyword search tools from Google.

I will share some information on this. There were differences between these two (Google Keyword Planner and Google Keyword Tool) earlier, one had to login via Adword (for Advertiser) and one had to login via Adsense (for Publishers) account differently. However, Google, few months back combined all tools into one, those latest version replaced older versions to clear unnecessary doubts / clarification and made it simple and friendlier to use it.

At present, Publishers and Advertisers can use the same Adword account and check the "Keyword" per choice to know which Keyword generate heavy traffic and which not, to use in their publishing article or to publish adv with relevant searchable keyword using by its advertiser.
