For the price range of 10k to 15k you can get a quite good smartphone. You should check out smartphones from both Windows and Android. The features you should search for are:
Display: 4-5 inches
Processor: More than 1GHz processor preferably dual core.
Memory: Internal 2GB minimum and 32GB expandable external.
Primary camera: 8 MP
Secondary camera (front): Honestly most people don't use it much except for taking selfies. Even if you don't get it you should not consider it against a good smartphone.
Dual SIM: Yes
Flash: Yes
OS: Windows 8.1 or Android Kitkat

Rest of the features like 3G, Wifi, scratch resistant screen, FM etc. are found in most smartphones so don't worry about those.

I would say processor is the main thing you need to consider. In mobile industry Snapdragon processor is considered as Intel in PC. There are many versions in Snapdragon processor, so you should be careful while choosing. For the price you specified you can get Qualcomm Snapdragon 800 series processor powered phone. Popular phones like Xiaomi Mi3, Nexus 5 are powered with Snapdragon 800 series processor. The reason I am insisting on processor is many hardware capabilities like HD video, 3G/4G, high pixel camera, higher RAM support depends on the processor. Let's see what Snapdragon 800 series processor can do. With this processor you can record 1080p videos, upto 21 MP camera support, charging speed improved, inbuilt graphics card, NFC support.

My recommendation is go for phone with Qualcomm Snapdragon 800 series processor.
