How to format a write protected HDD

I've got a Samsung 1GB HDD which I need to format. When I try doing it, it says its write protected and doesn't allow it. I had been into safe mode with CMD but it’s still the same. I deleted it as a volume and recreated it with no affect. Is there a way for doing this?

You need to use the utility software like 'SeaTool' of Seagate HDD manufacturer through this software we can forcefully format the protected storage devices and create new partitions. Also there is one software called 'Partition Magic' to format the storage devices forcefully and create the partitions.
